Despite the fact that there is no distillation involved, the TTB requires that you have a Distilled Spirits Plant permit for Alcohol Adjustment. The TTB wants you to document carefully where your alcohol is going.  We have worked with them to simplify the process. Some are under the impression that you don't need a DSP if you wish to simply add water to your wine. It is not permitted by the TTB on any premises at any time to add water to wine, regardless of whether that wine has been first been concentrated. Read more here about legal compliance.
